Tax the Rich? How About Educating the Poor

I have to say if you have a better educated population then you get more taxes. But, if you have a lower educated population then you have to raise the taxes on the rich to pay for all the welfare and social services for the uneducated. Excluding the truly disabled and not just those who know how to us the system.
